Project Summary

Background

The designation and expansion of protected areas have become increasingly important worldwide in response to biodiversity loss, environmental degradation and climate-related challenges. At the same time, higher education institutions in Mongolia and the Russian Federation faced a shortage of specialised postgraduate training opportunities focused on ecosystem services and protected area management.

ECOSERVE was developed to address this gap through the creation of an innovative, practice-oriented master's curriculum aligned with Bologna principles and labour-market requirements. The project aimed to strengthen cooperation between higher education institutions and non-academic stakeholders, including protected area administrations and environmental organisations, while enhancing regional capacities for sustainable natural resource management.

Objectives

The overall objective of ECOSERVE was to improve the quality, relevance and internationalisation of higher education in partner countries through the development of innovative postgraduate training in ecosystem services management in protected areas.

  • Develop an interdisciplinary MSc curriculum focused on ecosystem services in protected areas.
  • Strengthen cooperation between universities and professional stakeholders involved in protected area management.
  • Build institutional and academic capacities through staff development and educational resources.
  • Establish Resource Centres to support knowledge sharing, networking and dissemination.
  • Support curriculum quality assurance and accreditation processes.
  • Promote regional and international cooperation on biodiversity conservation, ecosystem services and sustainable land management.
  • Enhance graduate employability through practice-oriented and labour-market-responsive training.

Implementation

The project implemented a broad range of academic, institutional and capacity-building activities across partner countries.

  • Conducting stakeholder consultations and training needs analyses involving higher education institutions, protected area authorities and environmental organisations.
  • Establishing Local Working Groups to facilitate collaboration between universities and professional stakeholders.
  • Developing an MSc curriculum framework and a comprehensive portfolio of course descriptors focused on ecosystem services management in protected areas.
  • Preparing learning materials and academic resources supporting curriculum implementation.
  • Organising international and national meetings, seminars and workshops to strengthen academic capacities and stakeholder engagement.
  • Procuring equipment and establishing Resource Centres within participating higher education institutions.
  • Developing dissemination, quality assurance and sustainability mechanisms to support long-term exploitation of project outcomes.
  • Promoting cooperation between higher education institutions and protected area managers through regional and international networking activities.
Implementation context. Implementation was significantly affected by the consequences of the Russian invasion of Ukraine in 2022, which disrupted cooperation with Russian partners and prevented completion of several planned activities, including full programme implementation and mobility-related actions. This context substantially influenced the final level of achievement of some project objectives.

Achievements

Despite major external challenges, ECOSERVE generated a number of significant and transferable results.

  • Completion of a comprehensive needs assessment and competence analysis related to ecosystem services management in protected areas.
  • Development of an innovative MSc curriculum framework aligned with Bologna principles and labour-market requirements.
  • Preparation of an extensive portfolio of course descriptors and academic content covering ecosystem services, biodiversity conservation, environmental management and protected areas.
  • Creation of collaborative mechanisms linking universities, protected area administrations and other stakeholders through Local Working Groups and international partnerships.
  • Establishment and equipment of Resource Centres supporting higher education capacity building and knowledge dissemination.
  • Advancement of curriculum approval processes, including pre-accreditation achievements within Mongolian partner institutions.
  • Strengthening of institutional capacities through international cooperation, academic networking and curriculum modernisation.
  • Development of educational resources and knowledge-sharing mechanisms intended to support future implementation and dissemination activities in the field of ecosystem services management.

The project also contributed to reinforcing cooperation between European and partner-country institutions and laid the foundations for future postgraduate training initiatives focused on protected areas and ecosystem services. However, due to the interruption of activities associated with the geopolitical situation in 2022, there is no verified evidence that the planned MSc programmes reached full implementation with enrolled student cohorts or graduates during the project lifetime. This limitation should be considered when assessing project outcomes and sustainability.

Results and Outputs

The results of the ECOSERVE project are available through the Erasmus+ Project Results Platform (EPRP) under project reference 619060-EPP-1-2020-1-ES-EPPKA2-CBHE-JP.

The published outputs reflect the achievements that were successfully developed and documented during project implementation and are intended to support higher education institutions, protected area managers, environmental professionals and policy stakeholders interested in ecosystem services and biodiversity conservation.

Needs Assessment and Competence Analysis for Ecosystem Services Management

This result provides an evidence-based assessment of training needs, competence requirements and labour-market expectations related to ecosystem services management in protected areas. The analysis was developed through consultation with higher education institutions, protected area administrations, environmental organisations and professional stakeholders.

The findings informed curriculum design and ensured alignment between academic training and professional practice needs in partner countries.

ECOSERVE MSc Curriculum Framework

The project developed a comprehensive postgraduate curriculum framework in Ecosystem Services Management in Protected Areas.

Designed according to Bologna principles and international higher education standards, the framework integrates ecological, environmental, socio-economic and governance dimensions of ecosystem services and protected area management.

The curriculum was conceived to strengthen professional competences required for sustainable territorial management and biodiversity conservation.

Portfolio of Academic Courses and Learning Resources

ECOSERVE produced a structured portfolio of course descriptors and educational content covering key aspects of ecosystem services, protected area governance, biodiversity conservation, sustainable resource management and environmental planning.

These academic resources were designed to support postgraduate education and facilitate future adaptation and use by higher education institutions in different contexts.

Resource Centres for Knowledge Sharing and Capacity Building

The project established and equipped Resource Centres within participating higher education institutions to support teaching, training and knowledge exchange activities.

These centres were conceived as focal points for academic cooperation, dissemination of educational resources and interaction between universities and professional stakeholders involved in protected area management.

Public institutional references to these activities remain available through partner university websites.

Institutional Cooperation and Stakeholder Engagement Framework

A major achievement of the project was the establishment of mechanisms promoting cooperation between universities, protected area administrations, environmental organisations and other professional stakeholders.

Through Local Working Groups, consultations and networking activities, ECOSERVE strengthened dialogue between academia and practice, contributing to more relevant and employment-oriented higher education provision in the field of ecosystem services management.

Capacity Building for Sustainable Protected Area Management

By combining curriculum innovation, academic cooperation and stakeholder participation, ECOSERVE contributed to strengthening institutional capacities in partner countries.

The project supported the modernisation of higher education provision and promoted interdisciplinary approaches to protected area management aligned with international environmental priorities and the Sustainable Development Goals.

Although external geopolitical circumstances prevented completion of some planned implementation activities, the project generated a substantial body of educational and institutional resources that remain relevant for future capacity-building initiatives.
